I haven't seen a city in TX that compares to how terrible Newark , NJ, Fresno, CA, San Fran, CA, West Memphis, AR, or East ST Louis are. I will steal Trump's terminology labeling them #$%#hole cities.

I've been to a lot of little ___hole small towns that are far worse but not what I would qualify as a city. The worst actual city I've been to, and I've been there often enough to be a fair judge, would be Baltimore. 1st runner up would be New Orleans. I remember it in the 70's when it was the "Murder Capitol of The World". It's gone downhill since then.
Edited to add:. I haven't been to San Fransisco in about 25 years, and had a great time when I was there. If I visited today, it may take the top or #2 spot.

Most of Mississippi and any town therein. I know the town where I spent much of my youth (Meridian) has become "the hood". But the last time I passed through Waynesboro and Pachuta to the south they were even worse looking. As for places north, Newark would be at the top of my worst list. Browning, MT is an honorable mention and serves as the perfect example of what government aid has done for Native Americans. All are places where I have always said people don't live, they just exist.

lol, forgot about gary.
had to spend the night in a t a truck stop in gary more than once and was awakened 2 times by leo looking for a shooter in the parking lot.
I carried a "defensive" baseball bat/tire thumper (18") and slept with it in gary.
