Yes it is. You should contact the game warden and see if someone could dart that deer and remove that death sentence.

yeah, send these pics to parks and wildlife and they may be able to dart him like pitchfork mentined. once he gets another year or so one him that neck (especialy during rut) will just be a problem for him. If they cant do anything maybe just ask for an extra tag to take him out if it does seem to pose a threat.

Yep, call game warden. If they don't dart him, tag him (if you don't have AR) so he does not suffer next year.

Yep! Poor guy.. I hope that wire is weak enough to come off once a little pressure is applied but I doubt it.. That's going to be a problem once his neck thickens up..
