Odds are yes! Looks to be knotted or tied the same at the bottom. Poor deer.
It's not how you fall, It's how you get up.

Based on the wire twist I'd say yes.

Yes it is. You should contact the game warden and see if someone could dart that deer and remove that death sentence.

Yeah, not many deer have that kind of jewelry
Any creature in my vicinity that possesses an explosive penis is going to be killed.

Yep. He has another year or so till it starts to be a problem for him. If it keeps raining it must rust off before then....if....

yeah, send these pics to parks and wildlife and they may be able to dart him like pitchfork mentined. once he gets another year or so one him that neck (especialy during rut) will just be a problem for him. If they cant do anything maybe just ask for an extra tag to take him out if it does seem to pose a threat.

Yep, call game warden. If they don't dart him, tag him (if you don't have AR) so he does not suffer next year.

Yep! Poor guy.. I hope that wire is weak enough to come off once a little pressure is applied but I doubt it.. That's going to be a problem once his neck thickens up..

They are not going to dart him, nor are you going to get an extra tag. I wouldn't waste the phone call.

Can you call in advance and take him anyway? Even with AR's? That wire aint brittle and it's not going anywhere.
Man if I knew what Oxner knows I could throw away what I know
