Swerving to avoid speed bump while messing with phone. Wheelchair not obvious while distracted. It’s plausible. But it doesn’t change responsibility and accountability for actions.

Death penalty is mainly effective for law abiding people. Criminals think they are smart enough to not get caught. A good caning on the town squares of the victims hometown would wake up a lot of people. A public stoning to death also would.

Distracted driver pedestrian hit and run has happened too many times. The video looks like malice but we don’t have that information.

Malice or severe negligence would not affect my thoughts on punishment in this situation. Punishment should be the same for either. Both would have the same outcome.

I respect the way they handle people like this in Singapore. This puke would be in deep doo doo there. If the man in the wheelchair had died over there, they would lock this dude up for a short while and cane him on the regular before they hung him in front of the victim's family. They don't put up with BS, and they have very little crime because of it. We are WAY too soft on crime.....

So he can see the speed bump which is what maybe 6" above the ground, almost all of the Yellow paint is worn off the speed bump so it pretty much blends in with the pavement, oh and the speed bump is not moving to attract attention yet he cannot see a grown man in a moving wheelchair waving his arms at him bs

I'm in complete agreement with your analysis. It really looks like intent but more information is needed. Since he is 17 I believe he is no longer a juvi.

Looks like we might need to deport the guy in the wheelchair?

Who knows? He could be 3rd generation born here US citizen and have State Farm.

It's easier to think of him as an illegal with no insurance.
