I’ve always wondered what’s the difference in pecking order / jurisdiction for :
City PD County Sheriff’s office Constable State Trooper Texas Ranger

Texas Ranger is just State Troopers that have become detectives
Sherriff City Constable
That’s the pecking order as far as jurisdiction size. Con tables shouldn’t be considered police or engage in police activities, long debate.

Constables are peace officers just like the others. Their main duties are civil law and civil process , serving papers for law suits in the JP court and divorce papers. They can make stops, write tickets and make arrest. I think they do traffic enforcement in the Woodlands/Conroe area.

What I’ve seen as far as constables has been retired police officers
Or
Barney Fife types. These can usually be identified by how much signage is on their vehicle to let everyone know who they are.

constables help out a lot in smaller rural areas when you have minimal coverage.

It depends on the jurisdiction. City police is responsible for their city. County Sheriff is responsible for unincorporated areas of the county. Highway Patrol patrols the highways.
Constables vary county by county but most work for the courts or JP's in rural areas.
The Texas Rangers conduct major violent crime, public corruption, cold case and officer involved shooting investigations.
As far as pecking order, it goes by the jurisdiction having authority in that area. In cities, the police chief may be the top of the chain of command. Some would think that the sheriff would have authority over the police chief, but that is rarely the case. The chief of police isn't obligated to report to the sheriff.
Just the same, if it is in the sheriffs jurisdiction, he isn't obligated to report another authority.
NOW, that being said, if it is a high profile crime, that person may elect to relinquish their authority if it is a case that exceeds their ability. IE: a murder case, they may let the Rangers take over.
Clear as mud, right?

The sheriff is the highest ranking law enforcement officer but that means practically zero unless you work for him. If he pulls up to a scene and tries to order city officers around they are going to tell him to pound sand. Law enforcement agencies are not subordinate to one another.
