Some of them state must have an APH. I typically have no need for an APH. Are you allowed to apply for it then purchase the APH if selected? I looked on the TPWD but didn't see any info on that. Figured someone else must have the same question.

It will not let you apply for them unless you have purchased the APH permit in advance.
