Can I fill out the forms myself or do i have to use a firearms dealer? Not looking to buy one right this second, but wanted to apply.

You can fill them out however you need to have the serial number of the one being transferred to you. So you’ll have to buy it first.

If you're building your own on a Form 1 then yes. If you're buying one then the FFL/SOT (retailer/dealer) fills out the Form 4 because they have to add information besides just the serial number. There is no "applying" before the purchase.
