I've got a pancho for hunting,but I'm looking for a rain coat. I've got one that folds into itself, from academy, $19.99... But in a downpour it gets soaked. any recommendations for a good quality rain coat?

I used to use a Gore Tex rain suit that did a decent job, but if it wasn't cold it was too hot to wear.

Sitka gore-tex, fairly expensive but you get what you pay for.

If you don't want to pay First Lite/Kuiu/Sitka prices and don't care about camo than Marmot Precip Eco is a good option. It works well and won't break the bank. Even Cabela's Space Rain (still available???) is/was a good option though if I recall correctly it was only available in two different ugly camos.
My botnet is bigger than yours.

another vote for frog toggs. they are lightweight, cheap and absolutely water proof.
if you want something higher end, Helly Hansen cant be beat..

Rivers West makes the best I have used and owned. ( sat through 1.5 inch rain one afternoon in it an =d stayed dry)
Cabela's space rain gear is a light weight suit that packs easy and I usualy have pants and jacket in the pack or cargo pockets if I do not want to wear rain gear but want it if needed when hunting. light weight and works
lf the saying "Liar, Liar your pants on fire" were true Mainstream news might be fun to watch

I have both Toggs and columbia. Both work well and are moderately priced. Toggs are a bit stiffer so i use columbia more often.
