AUSTIN, Texas — Changes proposed for the 2009-2010 Texas dove season, including a 70-day season and 15-bird daily bag statewide, received approval from the Texas Parks and Wildlife Commission.

The season framework change is part of a new adaptive harvest management regulations package developed for the 14 states, including Texas, within the U.S. Fish and Wildlife Service’s Central Management Unit.

Additionally, the commission approved moving the South Zone dove season opening the Friday nearest Sept. 20, but no earlier than the 17th. This year the season will open Sept. 18 if approved by the U.S. Fish and Wildlife Service in late June.

The Texas Parks and Wildlife Department received relatively little input, although overwhelmingly supportive of the changes, during the public comment phase. Less than 100 comments were received via email or through the agency’s online public comment survey and 32 comments during nearly two dozen public meetings around the state.

If authorized under federal guidelines, Texas dove season in the North and Central Dove Zones will run from Tuesday, Sept. 1 through Sunday, Oct. 25 and reopen Saturday, Dec. 26 through Sunday, Jan. 9, with a 15-bird bag and not more than two white-tipped doves.

The South Zone dove season will run Sept. 18-Nov. 3, reopening Dec. 26-Jan. 17 with a 15-bird bag and not more than two white-tipped doves. Possession limit is twice the daily bag for all migratory game birds except light geese, which currently does not have a possession limit.

The Special South Texas White-winged Dove Area will open to white-winged dove afternoon-only (noon to sunset) hunting the first two full weekends in September running from Sept. 5-6 and 12-13 and reopen when the regular South Zone season begins on Friday, Sept. 18 through Tuesday, Nov. 3 and again from Saturday, Dec. 26 through Wednesday, Jan. 13. The Special White-winged Dove Area season takes four of the allowable 70 days, so when the regular season opens, this area most close four days earlier than the rest of the South Zone. The daily bag limit is 15 birds, not more than four mourning doves during the first two weekend splits and 2 white-tipped doves. Once the general season opens, the aggregate bag limit will be 15.

The Service is also reviewing a proposal to give TPWD the option to adjust a portion of the boundary of the Special White-winged Dove Area. This change would remove portions of Jim Hogg and Starr counties and also received commission approval.

TPWD is making no changes to other early migratory game bird seasons other than to reflect calendar shifts.

If Texas gets a 16-day September teal season, the dates will be Sept. 12-27, while a nine-day season will run Sept. 19-27.

The season for rail and gallinule is Sept. 12-27 and Oct. 31-Dec. 23; for snipe, Oct. 31-Feb. 14; and for woodcock, Dec. 18-Jan. 31.

I love these changes.

Do collared doves count towards your aggregate bag or are they considered exotics that don't count towards the 15 bird limit? For example could you have 15 mourning doves and 2 collared doves in a day?

Not that I've ever seen a collared dove in a hunting situation.

Eurasian Collared Doves may be hunted year-round with landowner permission and a valid hunting license since they are an exotic species and do not count toward any dove daily bag limit.

No different than an Axis Deer (exotic) counting toward your bag limit for bucks or antlerless deer taken statewide.

I don't think anyone really thought it would be coming this season but yes down the road in a few years I could see it happening.

Why on earth would they mandate steel shot for doves? What's the reasoning?

I like the South opening day change. Opening day should always be a Friday. Now they should change it for the North/Central zones as well to fall on the Friday closest to Sept. 1.

Yes, they are slipping in some dove changes---but the real guts is they are raising every single hunting fee!!!alot, quite frankly I'm sick and tired of fee raises every couple of year. They don't budget-like the rest of us and these fees keep rocketing up every year. The lifetime license is going up from $600 to I think $1000 or greater in one year.
I sent them an email to protest.

If they go with steel for dove it's for many of the same reasons they do it for waterfowl. We've had those discussions and bitching sessions on here a few times.

TPWD is not the agency that regulates migratory birds, the U.S. Fish & Wildlife Service does for all of US states.

The Federal Migratory Bird Treaty Act will not allow any migratory bird season to begin before September 1st regardless of when Sept. 1 falls upon. So the Friday closest to Sept. 1 would be a problem for the USFWS.

And just where did TPWD "slip" in some changes for doves? The proposals went out for public comment, very few attended as opposed to other public hearings on other species. And also, TPWD hasn't increased license fees every couple of years...they are not increasing much at all. If you don't want pay for a license to keep your priveledge alive, then don't buy one and take your chances in the outdoors...no different than not renewing your driver's license and driving without one...having a driver's license is a priveledge as well.

The way I see it prices on everything increases over time...it's call inflation. No reason to get bent out of shape about it really...not much you can do unless you want to take a risk like kyotee suggests as your choice.

I wouldnt mind it if they made the fees less for those that are say 25 and younger. It's pretty hard for a high school or college kid to afford paying for all that stuff in addition to ammo and all the other things needed.

That's again up to the feds since they do the dove population counts and bluewing counts...they are the regulatory folks when it comes to any migratory birds, not TPWD.

hey Chris

Are the dates you posted reliable for this year???? The reason I ask is I am trying to situate a group of dove hunters with what weekend to go with ect. Wish I also knew the mule deer and other deer hunt dates to finalize soem other dates. We are in the central zone, unless something else has changed

Central Zone has been Sept. 1st for the past several years and should begin on Sept. 1st for the North & Central Zones unless the feds say something different...it's still up to them, just can't begin before Sept. 1st.

Here's the deer season dates...

HUNT DATES KEY
White-tailed Deer:
Archery-only Season: the Saturday closest to September 30 through the day prior of the General Season.

North Texas- General Season: first Saturday in November through the first Sunday in January. Special Late Antlerless Season: (certain counties) 14 consecutive days starting the first Monday following the first Sunday in January.

Panhandle- General Season: Saturday before Thanksgiving for 16 consecutive days.

South Texas- General Season: the first Saturday in November through the third Sunday in January. Special Late Antlerless Season: 14 consecutive days starting the first Monday following the third Sunday in January
Muzzleloader-only Season: 14 consecutive days starting the Monday following the first Sunday in January.(check the county listings for these).

Special Youth-Only (16 & under) Seasons: Early Season: the Saturday and Sunday immediately before the first Saturday in November. Late Season: 14 consecutive days starting the Monday following the first Sunday in January.

Mule Deer:
Archery-only Season: from the Saturday closest to September 30 through the day prior to the first Saturday in November.

Panhandle: General Season: Saturday before Thanksgiving for 16 consecutive days.

Southwestern Panhandle: General Season: Saturday before Thanksgiving for nine consecutive days

Trans Pecos: General Season: Last Saturday in November for 16 consecutive days

Good point on the 25 and under. I guess I was thinking more about the lifetime going from $600 to $1000 and the combo-
lifetime going from $1000 to $1800. Just sounded a little stiff to me. I'm ok on the dove thing-which is this topic.
