It is how many inches of travel before a bullet rotates on time. A 1:7 twist will rotate the bullet one time in 7 inches.

Generally, the heavier the pill you're gonna sling, the faster the twist you'll need. But you CAN over-spin a bullet. You can litterally spin the jackets off of them if you push a really light bullet down a fast twist barrel to quickly. On the flip side, if you don't spin it fast enough for it's weight, you'll have degraded accuracy...especially at longer distances.
What caliber and bullet are you shooting?

Yeah... it's really the length of the bullet (but I guess longer bullets tend to weigh more too) They need a faster rate to stabiblize them better.
I had a noveske barrel for an AR that I built, and it was 1/7.5". It would shoot the 77 grain BTHP Black Hills to about .5 MOA if I did my part. When I would switch to the shorter and cheaper 55 grain rounds the groups were about an inch.

I have herd that shooting to fast ind a slow twist rate is extremely bad. like the bullet breaks apart in flight, however i dunno if that is true.
never trust a man that rents pigs....

Gunnut, a 1/14 will probably do well for that bullet. You could spin a little faster if you thought you were gonna mix it up with some heavier bullets, but I wouldn't get down into the 1/12 area unless you're gonna handload big pills and slow 'em down.
I've never witnessed it, but I've had two people that I shoot competitively with and trust that have over-spun bullets and they were coming apart apart about 50 yards from the muzzle. But they were both pushing them really fast.
