Ditto on the link from DF. I have a number of these of different sizes and configurations. 5gal to 55 gal. All have been very successful and efficient. We have one in the front yard and get quail that have escaped pens eating at it almost daily.

Take a 8-9in peice of 4x4 sq tubing. Cut a "v" out of each side. Weld to bottom of barrel in the middle.. add funnel
Make 5-8 "u" shaped cuts on the outside and peel up to make rain flaps.

I'd use a mig instead of arc... its really easy to blow holes in the thin barrell metal

You will need a 4x8 sheet of plywood a 5 gal. bucket and piece of all thread,At the top of your bucket cut some 1 to 1 1/2' v's,take your plywood and cut it in half,put a piece of plywood on the bottom and one on top where you cut the v's,center your bucket on the plywood,drill a hole all the way through,insert your all thread through the bottom hole,fill your bucket with feed,put the last plywood on,bolt it down,now turn it over,feed will start to fall out your v cut's,it will give'm shelter while they feed,it's hard for cow's to get to it and help keep your feed dry in the rain.
we have built several and they work.

i hunted with a man south of fort stockton that made his own.he used metal 30 gallon barrels.he would drill small holes around bottom.then insert screw driver and pry up on the hole,kind of making rain guard.seems like he had it setting on something,but cant remember what.he staked it down with t posts.the holes were shinny,i asked why he said the javelinas would suck some feed out once in a while.always quail around feeders.
