The way things have been the last few years if you can find it you need to order it. A lot of people just scour the internet day in and day out to find what they need...then they load up and the hazmat is just part of it.
Some places to keep an eye on:
3rd Generation Shooting Supply Powder Valley Precision Reloading Bullets.com Recob's Gamiel Bruno's (these guys will rape you so this is a last resort in my opinion)

Is there a Bass Pro or Cabelas closer to you than DFW? They don't generally have the best prices, but they generally have powder in stock.

Lake Fork Firearms in Emory, not too far from you. Call her and ask what she has in stock. Hootens in Emory has powder too.

My Grandparents lived in Emory 77-94 so it's been a while since I've been through but I cannot imagine any commerce in a town of 600. I guess it's changed? Two places there with gun powder when it's dry in most places? That's kinda cool.
