We use cattle panel and a minimum of 8 per pen. I'd probably go 10 or more if you have the room and dollars. Two Tpost to each one except for the door. Once set, we cut down 3 to 4 sections for the deer to jump over about the height of a hog panel. Haven't had problems with the cows yet. Pm me an email if you want a pic or two.

Cows have no problem getting over hog panels (34").
Deer have no problem jumping cattle panels (50").

I have found cows can be very hungry in the middle of winter if the rancher doesn't supplement them, or does so sparingly. So my biggest thing about making a pen was to make it big enough so no corn gets sprayed outside or near the fence. As to what to use, ideally panels of some sort, but I have made one with roll up wire fence and it worked just fine too. As long as the cows don't have a reason to try to get in, that's the key...
Good luck.

Make the pen big enough to keep all the corn/feed inside the pen and out of reach of the cattle. I have never had a problem with cattle jumping over a 34" panel when cattle are not overstocked on a pasture. If I used 52" cattle panels I would cut a section down on every 3rd panel or so to 40" + or - so ALL deer can jump in much easier. The larger the pen the more deer will jump in. Deer have poor depth perception so make the pen as free of brush and trees as you can keeping the feeder(s) in the center.
Are idiots multiplying faster than normal people?

I use 42" X 10ft goat panels made by Lometa gate. Pricey to buy, but once and done (unless you've got crack head and thiefs around). Each panel is constructed of 1" tubing frame with hog panels welded to the frame, then sprayed with red oxide so they won't rust. The panels have two box ends and two pen ends to connect each other togather. The pen can be put togather or dis-assembled (by yourself-if need be, but a buddy is a big help) in minutes to move. Works great in the hill country where rock is at or close to te surface. Another plus, the bottom side has 2 or 3 inch pens looking down to keep the pen from soil contact and/or keep livestock from simply pushing them into the feeder. Cows are rotated in and out of our pastures, when they gone, I remove two or three panels and add back when they rotate back. I bought direct and saved some money, not much but it was on the way to my lease so it worked out. The number six years ago 512.752.3311 I'm thinking Center City has them.

If you only have cows to worry about, then the cattle panel will work. The hog panels are in my mind a better all-around choice to keep both hog & cow out.

I have goats at my lease. I have 39" no climb(2x4 mesh) with a strand of barb wire at 45". If you plan on being there, I would use wood corner post and gate post. Some of the other guys have field fence(6x6?) with poultry netting on the bottom.
I'd ask him if he's pregnant. He missed a s__tload of periods. I'll take "things that look like a uterus" for $200 Alex.
