Any one know why we can only shoot two in TX? Any news that it will change one day soon?

That particular regulation is not likely to change anytime soon. Here are the reasons. First, a majority of the continent's redheads winter on the gulf coast, especially Texas and down into Mexico. They stack up and stay in the same place nearly all of the winter and early spring. Second, redheads are quite dumb. As an example, on a hunt this year we had six hunters. We shot all twelve birds out of a group on three successive passes. These birds kept circling while we killed our six man limit in about thirty seconds.
Because of these two factors, it would be very possible to hunt the coast and shoot many redheads each day. They are fun to shoot and taste good, so many hunters would take advantage of this and would do well day in and day out. Since they are all wintering in one relatively small area, it would be possible to greatly impact the continental population through excessive harvest.

You should see some of the places where the cougars stack up. I know some spots that make for an easy hunt. You have to be careful because unlike hogs, which have an unjustified reputation for being aggressive, cougars will hunt you under the right conditions.

I am not sure what the conversation is about either but if we are back on ducks!
It is more complicated than this but in short. All waterfowl bag limits are set by formulas that include annual total species breeding population success, breeding habitat conditions, harvest trend estimates and natural mortality loss estimates. These all fluctuate year to year. There is a predetermined percentage of annual breeding population loss that can be sustained and not result in overall population loss of the species. Each flyway and state affects these numbers. Overall populations of Redheads are much much lower than say Mallards the most abundant. The current model results are only 2 redheads can be harvested, 5 mallards.
