I'm wanting to touch up decoys this weekend. Wondering what is the best paint to use and does it really matter all that much if the detail isn't perfect like new decoys, if that makes sense?

you should wait till end of season because your paint wont really have time to set up. Use flat exterior latex

That's just krylon spray paint with a clear coat.
