I love my ZT 561 with Elmax steel. I also really like my Benchmades. I like my 710-3 with cpm m4 steel. The higher end steels will hold an edge for a long time, and are very tough.
But, to ask what the BEST folder is may be to subjective. BEST can mean a lot of different things. BEST at what? Edge retention? Toughness? Sharpenability? To some easy to sharpen knives are the beez knees. But, an easy to sharpen knife typically doesn't hold an edge for a long time. Knife blade steels are all a compromise, and are a very personal choice.
For me, I like tough steels that hold an edge a very long time. So, I enjoy knives with steels like cpm m4, m390, Elmax, D2 with s30v and vg10 on the low end for my folders. For my fixed blades I like carbon steels in A2 and Rowen 1095(I have Aldos 1095 also, and it's good as well).

I carry a benchmade adamas and it has been a great knife. It is a bigger and heavier knife than most but as much as i use mine it has been worth it

Keshawn skyline is a thin, lightweight and ergonomic option. Not to mention its made in the US of A

I bought a Trapper made by Queen, nice looking knife. But I wouldn't recommend it. I've already had to send it back once for broken spring and I pulled it out yesterday and the same spring is broken again. It was about $120 pocket knife and I'm not happy at all.

Doesn't matter what brand
Pay attention to metal used. And what u intend to use it for
I can write a book on metals but lets stick to good available metals Ones worth being worn as pocket tools,
CM 154 D2 (knives of Alaska have large selection ) S30 1095
Stay away from cheap stainless blades. Worthless
Benchmade Griptilian in CM 154 is good and affordable
D2 is harder but will rust
Learn how to sharpen and spend a lot of money on Quality sharpeners , it ll teach you what metals are best for your application

I think Browning Saber pocket folder knives are the best. I don't have one but my friend has. It is great.

I add another "yes" to the Benchmade. The black version of the Mini Barrage seems to be a good size for me. I also carry the Cold Steel Ti-Lite. Touch knife that can be opened by snagging the pocket on the way out. Fastest opening knife I have found.

I have had everything from case to benchmade, I am personally a big fan of Kershaw, expecally their assisted opening or “speedsafe” knives. I really like that they have several of their knives for relatively cheap. My current daily is the Compound, $20-25 on Amazon. It is just the right size, holds a good edge, and is easy to sharpen with a lanskey sharpener.

Moore maker is my choice.... Gutted over 50 deer last year for our MLD quota in Feb. never failed and stays sharp. Has been in 40 axis since last season. Heavy enough to go thru a rib cage and sharpens right back on a good steel
