I heard on the news the other night that the CHL course has been changed from 10hr minimum to 4 hour minimum. They didn't mention renewals. Wonder how many hours/what course work will now be required for renewal.

Senate voted it changed last Saturday, don't think it has made it to House and Gov desk yet.

The DMN stated that most of these changes wouldn't make it to the goobner. The Senate has not included them on the calendar and they are running out of time. The speculation is that the house is going to take credit for doing something they didn't expect to get through but they will still brag about how it wasn't their fault. Politics as usual!

It was voted on 5-6 by house and it passed and it is in stsge 6 which is Perry, once he signs it, which he said he would, the Bill becomes Law. It will change 10-15 hours to 4-6 hours.
Obviously you can't start teaching 4-6 until it becomes law so until them stay at 10 hours

they really have to stretch it out and slow down to make it last 10 hours now if it's a small group

i took the 10 hour class, it wasn't too bad and i actually really enjoyed it. i feel like 4 hours would be too short for people who are just getting into CHL. From what i have seen in south texas alot of new CHL applicants are people who have never fired a gun and are buying guns because of all the craziness happening up north. i feel like a proper foundation and education should be in place for these newcomers to CHL and owning a firearm.

The CHL course is not designed and should not be a basic handgun class. It is to familiarize you with the laws of when you may use deadly force. If you need instruction on other topics such as gun safety, basic marksmanship, gun storage, etc., there are other courses to assist in those areas.

If you do not know how to use a hand gun in a safe manor. Then you should not be allowed to carrier concealed or otherwise. Just my 2 cents. Go learn gun safety and get familiar with a hand gun then take the CHL Class.

I think it will be a good thing. Most instructors have had to add a lot to get to 10 hours, some are rummored to just cut the class short. I have added a lot of basic stuff to fill in. I totally believe you should know what you are doing before you take a class. I have also had ppl who know rifles but not handguns take & pass the class who turn out to be good shots. The thing to remember is these ppl are not becomming cops but just gaining the ability to legally defend themselves.

Exactly... If I am showing you how to load a magazine and how to operate the firearm between the class time and the range time, then you have no business in the class. You are not ready at that point.

bingo. the CHL class in not a firearms license class (which we dont have down here thank god)

When you take the driving exam, they dont make you change a tire, pump gas, or change your oil.

i sure hope it hasn't changed, i personaly believe the course is much to easy for people to pass in the first place, i am all for people being able to defend thelmselves but just because you have a clean record to get the license does not mean you have enough sense to safely carry a weapon. I personally have seen many yahoos in my CHL classes and renue classes that i said to myself " God that is the last person that should be allowed to carry a gun"

I'm a CHL instructor here in Orange, Texas and yes Senate Bill 864 passed the House, Senate and was signed by Governor Perry on 05/24/13.

This new law reduces the classroom time from 10-15 hours down to 4-6 and goes into effect on September 01, 2013.

You will also be interested to know that House Bill 48 eliminates the requirement to take a proficiency course from a qualified instructor in order to renew a concealed handgun license. This will be replaced by an online renewal method through the Texas Department of Public Safety which will update the nenewal applicant of any upcoming/past changes to the concealed handgun laws.

This bill has passed both the House and Senate and was sent to Governor Perry on 05/25/13 for his signature.
