The only 80$ lowers I've found are the New Frontier Lowers.

Hit up Utube for some videos.
It doesn't look too hard and you can do it with a drill press if you have a cross slide table.
I have a bridgeport so it shouldn't be too hard.

I have a Craftsman heavy duty drill press and have a Craftsman X/Y slide milling table on it with a vise that would also work.
I did plenty of light milling on RC Car parts with it.

I bought several though rocket hub search "ar lowers"
U find some I paid $55 for lower with jig then on another I payed $120 for 4 total

I have finished out several with drill press then I bought a cheap 3 in 1 mill drill lathe for 200$ so far have finished two out on it.
With drill it took 3 hrs or so. With mill it is faster
