I was implanted with a ICD(pacemaker)and of course they put it on my left shoulder. I'm lefthanded. Doctors say no way i can shoot a rifle lefthanded. Is there some law that says I could hunt with a crossbow?

In Texas, Oklahoma, and Louisiana the regulations have changed and anyone can now hunt with a crossbow during archery season. No special permission needed. There are still some federal and state public lands and a couple counties in Texas that have specific rules that require proof of disability for using a crossbow during archery season on those specific areas. And there are some private ranches and outfitters that still do not allow crossbows during archery. If you find yourself wanting to hunt one of those areas you would have to check what is required in the rules for that specific public hunting area or what is allowed by the private landowner or land manager, but otherwise your good to go.
