Following is a summary of the 2013 legislation:

Bans the sale, transfer, importation, or manufacturing of:
120 specifically-named firearms
Certain other semiautomatic rifles, handguns, shotguns that can accept a detachable magazine and have one military characteristic
Semiautomatic rifles and handguns with a fixed magazine that can accept more than 10 rounds
Strengthens the 1994 Assault Weapons Ban and various state bans by:
Moving from a 2-characteristic test to a 1-characteristic test
Eliminating the easy-to-remove bayonet mounts and flash suppressors from the characteristics test
Banning firearms with “thumbhole stocks” and “bullet buttons” to address attempts to “work around” prior bans
Bans large-capacity ammunition feeding devices capable of accepting more than 10 rounds.
Protects legitimate hunters and the rights of existing gun owners by:
Grandfathering weapons legally possessed on the date of enactment
Exempting over 900 specifically-named weapons used for hunting or sporting purposes and
Exempting antique, manually-operated, and permanently disabled weapons
Requires that grandfathered weapons be registered under the National Firearms Act, to include:
Background check of owner and any transferee;
Type and serial number of the firearm;
Positive identification, including photograph and fingerprint;
Certification from local law enforcement of identity and that possession would not violate State or local law; and
Dedicated funding for ATF to implement registration

Some thoughts on this .... barf

Either the Feinstein has NO idea what the unintended consequences of this are or they fully intend to precipitate a state of civil war in this nation.

Some potential developments of this law -

NFA transfers would bloody take 5 years.
8000% workload increase for the ATF (at least)
Targets every semi-automatic weapon (you can make a large capacity magazine for any semi auto weapon)
No homemade semi automatic rifles (which can currently be done with 80% lower receivers, a jig, $20 worth of drill bits and a drill press.)
Making the penalties the same for semi-auto weapons (10 years / $100,000 fine) as machineguns and destructive devices.
This particular rule means that anyone already inclined to break the law and keep an unregistered semiauto would have ZERO deterrent from keeping unregistered machineguns and DD's.

Making a true battle rifle from regular semi automatic rifle is a matter of a few machined parts weighing less than a couple of ounces.

In for a penny; in for a pound. (Most likely thought from new 'criminals' that avoid grandfathering their weapons)

Seriously, they might as well pass the law demanding confiscation and get it over with.

Somebody help me here: doesn't any new law have to make it through a majority Republican house? If so, I would think that's going to be tough, as presently constituted. That said, I have an sks with a folding, synthetic stock & 900 rounds and 2 hi-cap mags that is now for sale. For one million dollars.

Selected text from the National Firearms Act of 1934.

(b) Machinegun. -- The term "machinegun" means any weapon which shoots, is designed to shoot, or can be readily restored to shoot, automatically more than one shot, without manual reloading, by a single function of the trigger. The term shall also include the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machinegun, and any combination of parts from which a machinegun can be assembled if such parts are in the possession or under the control of a person.

That part in BOLD is all the wiggle room they 'need' to enact NFA registration on semiautomatic weapons via EO.

And after that it would take a lawsuit to overturn it.

This is just about the same bill she tries to introduce every year. This is one extreme of the argument. The NRA represents the other extreme. I believe a compromise will be found somewhere in the middle. I doubt very seriously that they'll really want to try to get a gazillion legally owned guns registered by a bazillion legal gun owners.

i keep hearing people say they wont register their weapon and it sounds great and hopefully it never comes to that but if you dont what happens? Confiscation? Fines? Jail?

IF they proceed with adding all semiautos to the NFA registry the penalties will most likely follow the possession of unlicensed machineguns and silencers .... 10 years + $100K fine.

More like fire and return fire.

Everybody has to draw the line somewhere. And there are many people that will not allow their property to be STOLEN by the government, nor will they allow themselves to be unconstitutionally incarcerated.
