I have a Savage Model 10 PC that I carry in the Kubota. It stays in there all the time. It has the flat black finish on the barrel, action etc. It rusts bad. What is the most durable, rust resistant and easiest to maintain finish to put on it?

The most durable is Cerakote. The steel needs to be blasted, cerakote sprayed, then the steel cooked in the oven. Almost no maintenance.
Two of my rifles are wearing Krylon camo paint though. I clean the steel with acetone, then start adding the layers and make it look like I want it. Once I have the pattern done I shoot it all with flat clear coat. My rifles live pretty hard shooting matches and hunting and the Krylon holds up very well. The last time I painted one was a year ago and I havn't had to maintain anything. The paint job will cost you about $20.

Cerakote +1 You can take a pot metal blued Rem 700 SPS and make it more weather resistant than the best stainless gun finish available.

Is Cerakote the same as Powder coating ? The process sounds the same.

Cerakote is by far the best like others have already said. Another good finish that is cheaper but not as solid is Duracoat. I think there is a shop advertising in the for sale section right now that they will cerakote a barreled action one solid color for $75, which is a great deal. Can't remember who it is though. If I were carrying it on the tractor and it stayed on the tractor then I would get a couple rattlecans and whatever color I thought was pretty. Maybe Kubota orange so it would look like a custom rifle. Then when you sell the Kubota you can repaint a new color.

if it's just a blue steel gun and you have cleaned it so much you're down to bare metal, rub the juice from a potato on it.
Then do whatever else you want to do with it...

Cerakote is the toughest duracoat is a second best and is a bit cheaper to have applied. I've had good luck with duracoat.

I've been very impressed with Brownells Aluma-Hyde II on my 870. I degreased the hell out of it, sprayed it, let it dry to a tack and then baked it at 200 degrees for 90 minutes. That stuff is pretty hard.

You should use bronze brush to get off the rust, and patches on the riffle. Then dry the bore and try 20-30 strokes. Than paste some polishing and smoothing on the bore. Follow that with several patches of solvent to remove the paste, and then finish with a lightly oiled patch.

I don't use any of this..but I have no problem carrying a cloth in my pocket to wipe off my rifles..Have probably 20 or more and used to hunt about every day of season..in all kinds of weather. I do not leave them in the truck or weather, and I do regularly wipe them down even with a paper towel..I probably haven't spent more than $20 on surface lube on all of them in the past 30 yrs. Don
