Nope, won't make 13". He's close in the top pic, but his ears are back. Let him get alert and it will be more obvious. Either spend some time judging before the shot, or mark him for next year.

at first glance, i thought it would be too close to tell. however, look at the left side of the dear's antlers. it appears to stretch out beyond the ears (which i assume are in full alert position). so i say he's a shooter.

Unless that deer has a massive body, and it doesn't look like that's the case from the picture, he's not 13 inches. Likely at least an inch shy.

id say be prepared to pay a fine the ears are not in the alert position at all and you can tell in the first pic that deer has between a 11 and 12 inch spread id pass

I would say , it's too close to call . So I wouldn't shoot and no the people doggin the 13 in rule , yes it hows down falls like everything else in life but over all I think it's done a lot more good for the state than bad . Jmo.

How about this? get a vinyl slat or wood slat about 3 ft long, actually get 3...now very carefully mark 2 lines across each slat on both sides 13" apart. Now "hang" these on the tripod legs(make a triangle holding the slats end to end with the lines visible to the camera. Then all you need is another pic with the slat visible above the buck and after you expand the size a few times you should be able to "measure" him very accurately!
