How you prepared the ground before you planted, the way you planted, and the water conditions after you planted are all very important. There is a time and place for lime or fertilizer, but they will not help your seeds to come up. If there is a cattleman somewhere close by who plants a winter pasture, talk to him about how and when to plant. If he plants a big place he is investing a lot of money, and does everything possible to get it right...

Too late now but it's a good idea to send some soil samples to A&M or some other Ag college for analysis. All the soil conditioning in the world won't help if it doesn't cover what's lacking. Water at the right time is key. Keeping the deer out of it till it gets established is important. If the deer are coming in and eating the growth as soon as it breaks ground, they're likely pulling it up by the roots (seed). Then there's nothing left to grow. Just some ideas.

IME soil prep is the most important step for successful food plots.
The heavy rain might have driven the seed deeper or washed it away, if that's the case germination could be slow or none existent.
Not much you can do now but wait another week and see what comes up or buy a seed mix from a local source and start over.

Sounds like you possibly planted to deep, probably the most common mistake. Since the seed in that mix is mostly small, they barely need to be covered (1/8-14"). If you got a heavy rain and they where planted shallow, you should be able to see some germination where the water washed too.

If it where me, I'd gamble on planting feed oats or "BoB" oats. I'd disc in about 200#'s per acre of 13-13-13 fertilizer then broadcast my oat seed then use a light drag to cover. some of the seed in your mix may still survive and may show up this Spring. Just my opinion.

Did you disk the soil or just scatter the seed on top? Or possible the rain washed the soil over the seed and covered it to deep

How deep was the moisture when you planted? It's not unusual for seeds to germinate and then die due to lack of sustained moisture. Scratch around in the soil and see if the seeds have germinated. If they are still there after a heavy rain, they may be too deep.

I know nothing about Max Attract. But, it might not be suitable for our area. Or, you might not have gotten good seeds. I am not a fan of specialty seeds that supposedly lure deer. I find that deer, on my place, pretty well ignore anything that they haven't eaten in the past. I tried their LabLab and the deer ignored it until it died due to lack of rain.

You haven't said anything about how you prepared the ground or covered them. What size is the seed? If the seeds are tiny like bermuda, you only want to lightly cover them. Have you checked with Tecomate on how to plant them?

It's certainly not too late to plant again. I'll be planting wheat this weekend. I find it and oats to be the most bullet proof type of crop. Oats supposedly freeze out. I have seldom found that to be true. I have moisture about 8 inches deep. To plant; I disc, then seed and disc again to cover them.

If the ground is newly cleared, don't fertilize. New ground is probably fertile and fertilizer can burn the plants up. Been there, done that a long time ago.

If you do plant something else, let us know how many twenty sacs you get out of it.
