do they only give out a certain number of permits or what? we have family hunting land thats about 5.5 hrs away and we procrastinated on finding a lease closer to home, and wondering if anyone has had luck at caddo and how hard it is to get a permit etc.

They will sell as many permits as the hunters will buy. It isn't just for the Caddo Grasslands, there are a lot of other places you can hunt on that permit.
