Should a gunsmith do it? or can I ??? I am wanting to swap to heavy barrels for the above

Nope

The 17HMR is based on a 22 Mag case size, will not fit in the 10/22.

No sorry for the confusion. The 17 is a Savage. I want a heavy barrel. The Ruger is a 22. Also want a heavy barrel. Staying with same calibers

Savages are known for being able to interchange barrels. Lots of info at savageshooters.com.

The 10/22 would take you about 3 minutes to swap out. You may have to do some inletting on the stock to accommodate the larger barrel diameter.

ok now that makes more sense. Do not know about the Savage but the Ruger barrel change is easy. To yse the same stock bjones is correct you have to remove some oc the stock to go to the heavier barrel or if you get one of the kits that come with a synthetic stock and heavy barrel it is only a few minutes to swap those yourself

A lot of places have them for the 10/22, Brownells, Midway, Cabelas all come to mind. There are tons of options for that rifle in modifications. Which are the better ones I really have no idea since I have not modified one in over 10 years.

Clark Custom was one of the first if not the first doing these modifications. Their stuff is not cheap but I have never heard any negetive comments on their 10/22 products http://www.clarkcustomguns.com/index.htm

I bought one of their 17HMR barrels and put it on a 10/22 mag.

I'd add Shooter's Discount for a good site to buy barrels. As far as manufacturer's, I have a couple of Green Mountain Barrels, really nice without the high-end price of VQ,Kidd, et al. I think my next will be a carbon fiber barrel from Tacsol or Whistling Pig. A carbon fiber barrel plus a hogue stock is ridiculously lightweight.

I love my whistle pig barrel very light and can get threaded ones as well I am thinking about pulling my 17hm2 barrel and bolt off one of mine and getting another one
