I'm guessing 'unlawfully killed' is the operative phrase.

Yeah, I did not see on the full article anything about unlawfully killed, just purchasing and transporting deer "parts"

This article refers to a Federal Indictment. A charge of no license would be a state charge. The feds would have no jurisdiction in that matter. However, the feds would have jurisdiction once the ill gotten animals were transported across state lines.

What I'm gleaning from this is that the State of Nebraska alleges that they didn't have licenses to take the deer. The feds allege that they transported illegally harvested animals across state lines.

In this particular situation the max penalty would be ridiculous. However, these laws were created to deal with those people that would poach and transport multiple animals across state lines to sell their meat, antlers, and other parts on a black market. So for that purpose I'd say they might be a little lenient.

Makes me wonder if they have someone on their staff that applies and buys their licenses for them and they just "assumed" that they were goo dto go. Either way, responsibility falls on them.

The federal crime is the transportation of illegally harvested game across state lines Which is illegal because of the Lacey Act of 1990

I see no problem with the charges. If I had been in that same situation I can guarantee I wouldn't have been provided any leniency. Laws the Law. They especially should have known what would happen if they didn't have a license, they are experienced hunters.
