A doctor from France said, “In France, our medicine is so advanced we can cut off a man’s testicles, place them in another man, and in 6 weeks he’ll be looking for work.”
To which the German doctor proclaimed, “That’s nothing. In Germany, we can take part of the brain out of a person, place it in another man’s head, and in 4 weeks he’ll be looking for work.”
Not to be outdone, the Russian doctor spoke up: “That’s nothing either. In Russia we can remove half the heart from a person, put it in another man’s chest, and inside of 2 weeks he’ll be looking for work.”
Finally, the U.S. doctor stood up and said, “That’s nothing, my colleagues; you are way behind us. In the USA—about three years ago—we grabbed a man from Kenya with no brains, no heart, and no balls and made him President of the United States. Now, the whole damn country is looking for work!”

It would be a whole lot funnier if it wasn't so close to true!
Alcohol,Tobacco, and Firearms. Should not be a government bureau. Should be a department store.
