WASHINGTON -- In an effort to stem the illicit flow of weapons into Mexico, the Justice Department says gun shops in four Southwest border states will be required to alert the federal government to frequent buyers of high-powered rifles.

The new policy comes amid wide-spread criticism of a failed federal probe called Operation Fast and Furious aimed at dismantling large-scale arms trafficking networks along the Arizona border with Mexico.

Under the new policy, federal firearms licensees in Texas, California, Arizona and New Mexico must report purchases of two or more of some types of rifles by the same person in a five-day span. The requirement applies to purchases of semi-automatic rifles that have detachable magazines and a caliber of greater than .22.

ATF estimates it will generate 18,000 reports a year.

Well.... I know many honest people who will be reported.

Heck, I know quite a few people who often buy more than two rifles at the same time.

I don't see why they get to the root of the problem; border security. If you have drugs coming in with the frequency they are, and guns going out at the rate they are, you have a problem with your border.

They are just doing this to save face after the recent controversy with the ATF.

REALLY they think that all the guns that go to Mexico come from legal gun shops....... They are dumber than I thought.

I'm sure that this day in age that the government probably can access records of "x" gun purchases anyway, like I said, this is most likely just to help cool things off.

One other note.....if you notice it says the same dealer. So I guess you could go to mulitple dealers on the same day and still fly under the radar right???? Yep this is going to stop alot of crime I am sure!

I am gonna call my ATF contact in the morning. I doubt lowers will count though, they are logged out as receiver not rifles. Not a rifle, but will know tomorrow.

This is a blatant effort by the Obama administration and ATF to divert focus of Congress and the general public from their gross incompetence in the Fast and Furious scandal. This scheme will unjustly burden law-abiding retailers in border states. It will not affect drug cartels and and it won't prevent violence along our borders. ATF and the Administration lacks the statutory authority to do this and the NRA will file suit as soon as ATF sends the first demand letters.

Hmmm... lets see, the administration messes up then penalizes citizens of four border states. Citizens of all other states are ok, but we on the southern border are all suspect. Am I understanding this correctly?

We first heard about it 2-3 weeks ago Morgan, We asked the Compliance liaison who was in the shop 2 weeks ago, and she had heard of it but did not know of any kind of plan to make it happen or a proposed start date but she does work for BATFE whom are not really known for honesty.

To whom ever mentioned yes you could go to different dealers, but at some point your going to pop up on somebodys radar screen, as when I first started working for LP for Wal-Mart we had a stack of BOLO's form BATFE on folks whom where purchasing multiple weapons but they where procuring like 10+ a day transferring as many as possible on a form then going to another store and another store.

The multiple handgun disposition rule has been in effect for many years, but that is nationwide.

My issue with this is that it is confined to only certain states.

I am very close to you and probably know the industry inspector you are referring to. While I don't believe she would be deliberately untruthful, she is sometimes not the most well-informed. That said, we haven't gotten any official word from BATFE about this at all. Yet.

This regulation just attempts to open the door, so that BHO can abridge the Constituion and insert gun controls. Even with this regulation, people not within the border states can still make multiple gun purchases and send them to Mexico.

The majority of the firearms being seized in the raids of the cartels, are gun that are not and cannot be sold in the U.S. SO where do they come from? DUH.....from the Halls of Montezuma?? ? ? ?

I don't know about Morgans contact but I called our compliance Inspector again this morning to ask her about it and she still said there has been no official word from her superiors about it and no proposed start date.
