what kind of long range? Not many scopes for actual long range shooting will be under $500. That leaves your gun choices minimal.
As to the species of exercises, I advise the gun. While this gives moderate exercise to the body, it gives boldness, enterprise and independence to the mind...Let your gun therefore be your constant companion of your walks--Thomas Jefferson

I would bump it up a little and spend a G on the rifle. You can find the 700 5r for right around that. Save up and get the glass later.
OR get the sps and an SWFA SS and with rings and bipod probably come in right at a stack... Shoot now and save up for a better scope later.

I tried very hard to do what you're attempting. I purchased a Remmy 700 varmit/tactical model. I dumped the original stock for a B&C Medalist, added a 20 MOA EGW base, Burris XTR Rings and a Millett TR1 Scope. Right now I have about $1,000.00 in the gun and I'd love to get a higher end scope, but can't drop another $1,000-1,500.
I can shoot .5" groups or less with this gun at 100 yards., so I'm pleased with the overall perfoamce. I've never shot a distances of 400-600 yards, but I'm certain my current setup is more than capable.

I'm sure I'm about to catch alot of grief from the Remington guys, but to me the 700 is not really a budget gun. Especially if you are talking much longer distances. I would look at a Savage, something like this. http://www.ableammo.com/catalog/product_info.php?products_id=86842I have a 22-250 version and it is straight accurate. No frills what so ever. The stock is actually pretty crappy and cheap feeling. The gun is probably uncomfortably heavy (but what bull barrel isn't) and is fairly front end heavy if you try to swing this thing around like a shot gun. HOWEVER, its out of the box accuracy should not be questioned. I love the accutrigger system. If it's anything like my 22-250, this thing will shoot lights out with the proper ammo. And even with not so optimized ammo, it is very forgiving. I can't substaniate it with any back up, but I believe its forgiving of ammo selection because of its barrel (long, heavy, and the twist). It seems like a 700 at the same price does not get you as much accuracy.

i would see if you can find the stevens 200 7mm-08 at academy for $180. then you could add a custom barrel in 308 this should put you around $600. then whatever you can save and spend for glass etc. a better stock would be on that list as well (no different than if you got that remington sps)

save up and spend more its cheaper than upgrading later and youll feel better when you shoot a rifle that you really wanted not just cause it was the cheapest option.

I just got the SPS tactical in 308 you are talking about a few weeks ago. I already had the scope. Cabelas had the gun on sale for 549. I think you can get one from Budsgunshop.com for about 569 no tax or shipping. I am very pleased with this guns accuracy. On my first batch of reloads, it shot a .331" group at 100yrds. With the cheap corelokts it shot a 1/2" group. I have not had the time to shoot it past 100 yet.

savage 10 and 12, models shoot really nice.. remington sps i have had both good and bad luck with,, remington ltr awesome, and the 5r is most awesome.. definitely can't overlook those heavy barrelled savages .. glass bushnell elite 3200 5-15 mil dot will get it done w/ good above average glass . i have owned every gun i listed and would not hesitate to buy any one again..another nod for burris ff2 tac 4.5-14x42 (green scope w/ turrets under cap) i can shoot to 500 w/ their bplex reticle 1.remington 5r, 2. reminton ltr or savage model 12vss 3. savage 10le 4. remington sps both of my savages out of the box would flat shoot anything i fed them..into sub moa groups
In God I trust.. all others are suspect. ;))

I would get away from the .30 caliber bullet and go with the 6.5 mm bullet.

Because, at best, it costs $4 per shot. "Bang! $5! Man that hurt, and I don't just mean the recoil either."
