Here is one I just did last week, you can get the webbing paint at Michaels.

Are you talking about this:

Easiest way to get that camo look is to paint the gun first with the color that will NOT be the primary color. Then take a straw broom and remove sections of the brissles to give you a pattern. Next lay the broom over the gun and paint your primary color (Olive Drab) over the broom.
That is how my .204 was done....

you can get several colors of paint from krylon and then hit it with a matte clear coat once finished. there are several krylon how to's on the net. i used green, tan and black on my stock and it turned out nice. i have seen people use netting, sticks, leaves etc... to help create a pattern. i practiced on a cardboard box to get a the hang of it first.

Your brother shoots a Win 70 with a Simmons scope and you claim him?

Whatever finish/pattern you decide; the rifle needs to be absolutely clean for the paint to adhere. Either mask off everything or remove what you don't want paint on.

Here's my mottled/random pattern on my Vanguard. It's simply Testors Model enamel and a little creativity and trial and error.

I have done a bunch, all by using a LOT of brake cleaner to thoroughly clean the gun.. then a base coat of olive drab krylon and leaves/twigs, etc to finish up with the other krylon colors

this one is my favorite

A trick to getting different patterns; as you lay the broom onto the gun use your hand to fan it out in different patterns so it does not look too stenciled.

If your gun is already a matte black synthetic, can you just throw web paint on top? Or do you have to repaint the whole stock a solid color then throw web on top?
