"ATTENTION BIRD HUNTERS:

Your help is urgently needed to voice opposition to the Managed Lands Quail
Permit proposal currently in the process of being approved by Texas Parks &
Wildlife Department. Please read the forwarded email received from Ray
Sasser, OutDoor Columnist with the Dallas Morning News.

I recently sent an email to TIBHA members regarding the MLQP with the 30 per
day quail limit. Since this email is being sent to a list that has been
expanded beyond the TIBHA membership, I'll restate that the TIBHA Board is
unanimous in opposition to the proposed MLQP with its 30 per day bag limit.
Furthermore, the TIBHA Board considers the MLQP proposal as one that TIBHA
as an organization should stand in opposition to.

If you have not read Mr. Sasser's recent article a copy is attached. Also
attached is comments received from TIBHA members responding to my previous
email with the same article attached. Read this information and draw your
own conclusions. I'm confident that you will also question the rational of
an increased quail limit and agree that thirty quail per day is not what our
quail hunting heritage is all about.

The forwarded email received from Mr. Sasser states that only ten public
comments have been received so far by TP&W. We need to voice our opposition
and let TP&W know that there is opposition to MLQP. Hopefully TP&W can be
persuaded against this proposal before it glides easily down the tracks to
becoming approved. This is not what TP&W needs to be doing to improve quail
hunting in our State of Texas.

Please take a moment to express your opposition to MLQP. You don't have to
write an essay, just a brief comment. Now, if you get really worked up and
want to write more, blast away! Direct your public comments to:
robert.macdonald@tpwd.state.tx.us .

One more request. Forward this info to your other bird hunting buddies. We
all received "chain emails" where if you don't forward it to x number of
people within an nano second something bad will happen and if you do
something good will happen. Now, I'm not suggesting that a bad curse will
be put on your birddog (because I like dogs) nor can I promise that your
birddog will become a "brag dog". But we do need to get the word out. WE
need to send a message to TP&W. Thirty quail per day is not what bird
hunting is about and Bird Hunters are against MLQP.

Thanks.

Cris Milburn, President
Texas Independent Bird Hunters Association

There is no understanding to it. The proposal just does not make sense. Everyone knows that quail populations are up right now. Those with any sense know that this is not a sure sign that quail are back in these numbers to stay. One really bad summer or really hard winter and everything is back to the way it was. The bottom line is that everything out in those fields threaten the life and abundance of the quail. They don't need any help from us to keep their numbers in check.

These are not hill country deer, escaping predators by living in neighborhoods eating your landscaping, or geese destroying habitat because of their numbers. These are our quail, our heritage. We all remeber back to days when we could walk into a field and count on running up a few coveys. I don't remember complaining about bag limits then!!

Tell everyone you know. Get the word out to TPW and others that hunters do not need increased bags to enjoy the sport. If you need 30 quail to feed your family, that is different. Let me know and we will get you some help. Otherwise, protect what we have right now. It won't be here forever.

Respectfully, Tim

Sent them an email this morning. I think that a limit increase will be very harmful to our quail. Yes, the last couple of years have been great here in West Texas but, the 10 years prior were devastating to our quail populations. I believe the drought has caused an increase in our blue quail population but I saw a large decrease in bob whites.
