Out of state license question

I know used to be at least TPWD employee that surfed this forum, so I thought I would ask this question here.
My brother and I got drawn for a deer hunt at Gus Engeling. My question is regarding my brother, who lives in Louisiana. What kind of license does he need?
The reason I ask is because the booklet never mentions the public hunts. Since the drawn hunts don't use the tags that come on the licenses, does he still need the full non-resident hunting license? Of can he buy the less expensive, non-resident special or non-resident 5-day special instead? I would imagine he would need the regular non-resident license, but I wanted to see clarification first.

I was curious about that question as well because I have family in Louisiana who want to come hunt in Texas. I just read the regulations and as I understand it, he needs to buy the full non-resident license for $315. The bright side is that license will make him valid for whole year to come hunt with you.

The Outdoor Annual states he needs the FULL License to Hunt Deer.
