Archery is over the counter, other wise there will be some in the east and central units left over. Go as far west as you can and use the WIHA and you should be fine.

Archery is over the counter, Unless it changed this year, which I don't think it did, archery is a draw as well. Some units will usually have some left over tags but some will completly draw out.

I have hunted the last three out of four years on leftover tags. The other year I didn't hunt, but I could have gotten a leftover tag then too.
The economy is still putting a damper on luxuries like non-resident hunting, so I think you'll be fine waiting on the leftovers. But you gotta be Johnny-on-the-Spot when they release the tags for purchase.

I'm not sure but I think everything changed year before last. You could buy land owner tags then. I don't think there was such a thing as left over tags then. Last year I think everyone got drawn and there were left I've tags.

It also depends on what season you're wanting to hunt. But I assure you I have hunted three out of four years on leftover non-resident rifle or muzzleloader buck tags that I purchased on the internet from the Kansas DWP in the late summer/early fall. Last year was the first year they had leftover non-resident archery tags.

If you have a specific unit in mind then you for sure can't count on it being available after the draw. That's my case.

On the Kansas website related to non resident permits in 2009 it says "There were leftover permits in all units after the draw, which are being sold on a first-come, first-served basis." So I would imagine you just have to be ready to grab one the morning they come available. Looking at the draw stats it looks like as Kansas becomes more popular with out of state hunters it will soon have more applicants than permits in some areas. Some units are drawing just under the number of permits available. Draw Stats: http://kdwp.state.ks.us/news/content/download/14487/99514/file

Looking at the link I just posted. I just noticed it lumps rifle, muzzleloader, and archery into one figure on the draw stats. Though it breaks down how many permits for each was alloted, it does not say if there is a set number alloted for each nor how many applied for each. The statement that there were leftover permits in each unit could be misleading unless the way they allot permits has no set number between the rifle, muz, and archery to be given out from that total.
