Friend of mine just got a good deal on a Rock River lower for $200 and then spent another $600 on an upper. You might save a little by piecing one together but it won't be much. You can buy a Rock River complete gun for around $1000.(and you get a 2 stage match trigger) Bush Masters and some of the other brands will be a little cheaper.
If you shoot a young deer because a neighbor will shoot it, you are that neighbor.

They can be built pretty cheap. I bought all of my parts at various gun shows when I had some extra cash.
DPMS stripped lower: $110 DPMS lower parts kit: $55 Complete Rock River Arms mid length upper: $440 Total cost: $605

JDann, what kind of quality of AR are you going to be able to build for that much? I'd like sort of a match grade barrel and trigger.
