I understand it is legal to trap exotic animals ,but what happens when the white-tails are also trapped? Is this legal?TPW book is allways so broad on the rules

Looks pretty plain to me.

Restricted Methods
It is unlawful for any person, while hunting or engaging in recreational shooting, to knowingly discharge a firearm in such a fashion as to cause a projectile to cross a property line, unless the person owns the property on both sides of the property line or has obtained written permission from the owner of any land crossed by the projectile.
Remote-controlled Hunting: A person may not engage in computer-assisted remote hunting of any animal or bird or provide or operate facilities for computer-assisted remote hunting if the animal or bird being hunted is located in Texas.
Artificial light of any form that casts or reflects a beam of light onto or otherwise illuminates a game animal or bird may not be used as an aid to hunt, except that battery-powered scoping devices that project a light or dot only inside the scope and pin sight lights on archery equipment are legal devices. Non-protected nongame animals and fur-bearing animals may be hunted at night with the aid of an artificial light on private property. If hunting at night, please make a courtesy telephone call to your local game warden.

Traps may not be used to hunt game birds or game animals.

Let me re-phrase what I'm looking to get clarification on...I know of a renter, that resides on property adjacent to my deer lease, that is currently trapping axis to sell for a profit. The trap is currently retaining both axis and whitetail. I don't exactly know what he's doing with the whitetail once they are trapped. It's my understanding it's illegal to trap whitetail and I'm trying to get clarification on this and if this is a law/rule, where can I reference it. This is happening near my deer lease, so, of course, it concerns me. I'm unsure if this activity is illegal or if it should be reported to the game warden.

I know you get more response on this if it was not the weekend. So I am going to give my opinion right now.

It would concern me as well, the info I gave you is straight from TP&W. http://www.tpwd.state.tx.us/huntwild/

I would definitely make a call to the local GW in your area and let him decide if he is within the law.

Welcome to The Forum.

As to your questions. You need to contact the Game Warden in your county and get him/her involved. It is that simple. If the guy is trapping Axis/Fallow/Black Buck/Sika/Feral Hogs/etc., as long as he has the landowners permission, than he is legal. all of those animals are exotics. You may not agree with what he is doing, but as long as he is releasing, unharmed, any whitetail that gets in the trap, he is doing nothing wrong. The only way anyone is going to know for sure, and get the situation resolved, is to get the local GW involved. Hope this helps.
