I have a Remington 700 BDL that has been cut down and need a full length stock. The one I have has the hinged floor plate, I have found one for sale that is set up for detachable bottom metal. The seller says "you would have to get the detachable mag bottom metal also for this stock. They have a special cut out on the sides for the clip release." Question is, does that mean that the stock has some modifications that would not allow me to use the hinged floor plate?

Correct. You could not use the hinged floor plate. Ebay always has some BDL stocks availible that will serve you much better.

OK Thanks! Found that the bottom metal is as much or more than another stock so, I guess I will keep looking....
