 Antler restricitons questions

I am new to deer hunting. This is my second year deer hunting and I have never shot a buck. I hunt in Scurry County. I have a question about the antler restrictions law. It looks like Scurry does not have the antler restrictions. Does this mean it is legal to shoot a deer with less than a 13" spread? Does it also mean that I do not check the box on my harvest log where it mentions antler restrictions no matter what size the buck is? Thanks for the help guys. Yes you can shoot less than 13" buck. Don't check the " * " box. back of license states: Check this box (" * ") above, in addidtion to the "buck" box
IF the buck has a 13"or greater inside antler spread,
and was harvested in one of the antler restriction counties
"If age structure is deemed to be valuable to management,...What percentage change in age structure or condition does TPWD recognize that it needs to detect in order to trigger a regulatory change?  TPWD

Thanks for the help. I thought that was the case but I just wanted to be sure.
I hunt a couple of miles south of Fluvana off 1269.
