If you're looking for that size elk, $$ is not the main concern. I second Chama, some of the biggest bulls in the land there.

Laurentian Wildlife Estate in Quebec whenever the border opens back up. 475" is only $33k and they have bigger ones.
Chama's private herd might have 1-2 a year that big.
