So how do you guys attach your burlap netting to the top rails of your tripod stands? Once you lap a few inches over the rail, what do you use to secure it?

Zip ties. I also use those 4' sticks of foam pipe wrap/insulation for padding on the shooting rail.

I have done the same thing. I lay the edge of the mesh over the rail, then the pipe insulation to hold the mesh, then ziptie and ducktape

Zipties but be prepared to have to replace that camo burlap by season's end, the wind is brutal on that stuff...

I got some chain link fence fabric in green, has lasted 3 years.

That's a great idea. I'd add a little spray paint to break up the outline too.

I place pipe insulation around the rail, then wrap in tape to secure. Then place your burlap or netting around that and secure with zip ties. Gives a quiet and solid rest to shoot from.

Same here pipe insulation and zip ties. Burlap lasted two years and is toast now.

Tried burlap for years, it didn't last, kept fraying out. Got some military camo, and grass for duck blind, in cold weather put heavy black plastic up first them the netting to keep out wind. Zip tie all tight to keep from popping in wind. Good luck

Check out Universal Fence Co., they do a lot of work on commercial projects. Might have some cut offs from jobs. They are in Dallas. Also the fence fabric that is used around tennis courts.
