If it did not come with a brake winch put one on it.

It has a dual clutch type but you mean put an actual brake one on it? Why?

I am not sure about a dual clutch however as someone who builds and sells winch feeders I refuse to sell a feeder without one. I use the D&L brand and yes I guess you could call it a clutch type.
Unlike a boat winch which strictly on a spring loaded locking mechanism, a brake winch stays exactly where leave it when you remove you hand. Many people feel they are unneeded and cost too much, to which all I can say is 300 pounds of corn comes down a lot fast than it goes up. If your hand slips off the handle of a boat winch and they gog does not catch, lets just say thats an "OH SHOOT" moment.
