I didn't find the answer on their website. Couple of years ago I shot a lame whitetail that looked like a doe but had buttons that were just at the surface... you couldn't really say if they were breaking the skin or not. My friends and I went around and around on whether to tag it as antlerless or buck. In most states, it would not be even close to a buck. What's the rule in Texas? Does anyone know?

It's there.... (see above)
Game Animals, White-tailed and Mule Deer DEER (READ THE REMAINING SECTIONS VERY CAREFULLY) • A "buck deer" is a deer with a hardened antler protruding through the skin. A "spike buck deer" is a BUCK with no antler having more than one point. ALL OTHER DEER ARE ANTLERLESS DEER.
and it's in the free TPWD Outdood Annual book found at most all places that sell licenses.
