Flip DOWN. You'll have to fasten them to something if you flip them up. If you flip them down, they'll just hang by themselves. Exactly what we do. Very quiet and fast to open, cheap and easy to make.

Lowes can order you a window which cam be modified to flip up or down with relative ease and minimal expense
